unty All Hazard Mitigation Plan.

Effective November 1, 2004, a Local Hazard Mitigation Plan approved by the Federal Emergency
Management Agency (FEMA) is required for participation in its Hazard Mitigation programs. To
ensure that the latest information and analysis is contained in the plan it must be updated
every five years.

Mitigation is the cornerstone of emergency management. It's the continuing effort to lessen
 the impact disasters have on people and property. Mitigation is defined as "sustained action
 that reduces or eliminates long-term risk to people and property from natural hazards and their
effects."

The existing plan is in the process of being updated. The Goals of the All Hazard Mitigation Plan
Update include:

  • Strategically locate and plan mitigation projects that prioritize the protection of
     people, structures, infrastructure and unique ecosystems that contribute to our
     way of life and the sustainability of the local economy.
     

  • Involve the maximum number of planning partners (local governments) that
     wish to participate in the process.
     

  • Ensure that the goals, objectives, identified hazards and mitigation strategies
     coincide with those documented in the most current State of Idaho All Hazards
     Mitigation Plan.
     

  • Enhance the risk assessment and analysis of the current plan using the most up
     to date geographic data and modeling tools available.
     

  • Create outreach and public education opportunities to display and discuss risk
     assessment/analysis with the people of Gem County.
     

  • Meet or exceed all the requirements of a FEMA All Hazards Mitigation Plan as
     the center point of the community’s participation in FEMA Hazard Mitigation
     programs.
     

Public Outreach:

Surveys and public meetings will be held to present information on the most recent hazard analysis for the Gem County planning area. Members of the public are invited to learn about the hazards in Gem County and at their particular residence. These meetings will be posted in the Gazette, Messenger Index, Press Tribune, and The Idaho Statesman. All notifications can also be found on the Gem County website and Emmett City website.

Steering Committee Meetings are open to the public. A period of public comment during the meetings will be at the discretion of the Committee Chair.
